Overview of HEC Undergraduate Education Policy
The Higher Education Commission (HEC) of Pakistan enforces uniform Undergraduate Education Policies across all recognized public and private universities to align national higher education with international standards.
The policy governs 4-year BS degrees, 2-year Associate Degrees (AD), semester grading systems, general education breadth courses, and student internship requirements.
Degree Credit Structure & General Education Core
A standard 4-year BS degree comprises 8 semesters with a minimum of 120 and a maximum of 144 semester credit hours.
Students must complete General Education requirements (30 credit hours) during their first 4 semesters to build interdisciplinary skills.
- Functional English & Communication Skills: 6 Credit Hours
- Quantitative Reasoning & Mathematics: 6 Credit Hours
- Islamic Studies / Ethics & Pakistan Studies: 4 Credit Hours
- Arts & Humanities / Social Sciences: 6 Credit Hours
- Natural Sciences & Information Technology: 6 Credit Hours
Semester Grading Rules & Academic Probation
Universities award grades on a 4.00 Grade Point Average (GPA) scale. To earn a BS degree, a student must maintain a Cumulative GPA (CGPA) of at least 2.00 out of 4.00.
If a student's semester GPA falls below 2.00, they are placed on Academic Probation 1. Failure to improve CGPA above 2.00 after two consecutive probation semesters leads to academic dismissal or transfer to an Associate Degree program.
Interdisciplinary Transfers & Bridge Courses
HEC policy allows students to transfer between degree programs (e.g., FSc Pre-Medical entering BS CS or BBA entering Data Analytics).
Universities must offer non-credit deficiency bridge courses (such as Mathematics I & II for Pre-Medical students) to fulfill prerequisite competencies without delaying degree completion.
